Dear Mr. Herbein:

RE:

THREE MILE ISLAND NUCLEAR STATION, UNIT NO. 1 (TNI-1)

Currently you are administrative 1y applying revised reactor ~.colant pressure-temperature limits at your facility which reflect the possible use of an atypical weld wire in the reacter veuel welds.

By letter datea January 4,1979, you also requested amendment of the TMI-1 Technical Specifications to reflect these revised limits.

Babcock & Wilcox has continued their investigation of this possible problem and all evidence developed to date strengthens our belief that the likelihood that atypical weld wire was actually used in reactor vessel s is very Icw.

Further information, incluaing effects of radiation on the atypical material is scheduled to be suomitted within tne next several months.

Ne<ertheless, we believe that pending final esolution of this matter, expected by June 1979, continued adninistrative application Of the revised limits is appropriata. Accordingly, we shall defer processing your January 4,1979 request for amencnent of the IM -l Technical Specifications until this natter is resolved.

Sincerely, m

n,
