Dear Mr. Reid:

On March 20, 1978 (Serial No. 1-421) Toledo Edison submitted a request to modify the Technical Spec fications for the Davis-Besse Nuclear Power Station, Unit 1 i

to meet Condition 2.C. (3)(d) of Operating License NPF-3.

This condition requires reactor coolant system (RCS) overpressure protection to be in-place prior to restart from the current outage.

Through discussions with your staff we have resolved all questions on the current proposal with the exception of alternate relief capability during periods of inoperability of the relief valve PSV-4849.

Toledo Edison contends that, consistent with the ASME code requirements, no such inoper rility condition need be postulated. However, in order to meet the operating license condition schedule, Toledo Edison commits to supplement its license amend-ment request of March 20, 1978 with proposed technical specifications to ensure RCS overpressure protaction for periods of inoperability of this relief valve in Modes 4 and 5.

This supplement will make the following changes to the technical specifications to provide this protection:

1.

Remove the requirement that a high pressure injection (HPI) pump be operable in Mode 4.

2.

Require that both HPI pumps be made inoperable in Modes 4 and 5.

3.

When relief valve PSV-4a9 is inoperable, specific limitations will be imposed on the operation of the make-up system and the pressurizer. A combination of restrictions on pressurizer level and make-up system

operation will preclude the capability of RCS overpressurization or will provide adequate time for operator action to prevent overpressurization from occurring.
