Attcched for your review and approval are eight copies of the Physical Security Plan for Special Nuclear Material of Low Strategic Significance at Memphis State University, July 21, 1980.

The security plan upgrades the plan currently in effect and, when approved and implemented, will supersede the security plan approved as part of the Application for Construction Permit and License to Operate the Model AGN-201, Serial 108, Nuclear Reactor at Memphis State University, April 1975, as amended. Upgrading is made necessary as a result of Amendment No. I to our Facility Operating License R-127, Docket 50-538, March 28, 1980, which authorizes the University to increase special nuclear material pos-session limits up to 1400 grams of contained U-235 enriched equal to or less than 20%.

The security plan contains 10 CFR 2.790(d) infonnation and should be withheld from public disclosure.
