Dear Mr. Clark:
The purpose of this letter is to advise the Commission of the results of the Omaha Public Power District's inspection of containment recirculation piping check valve, SI-159, as discussed in the District's letter to the Commission dated December 8, 1978, and the Inservice Inspection Program Safety Evaluation Report for the Fort Calhoun Station dated July 2, 1979. The inspection, which was conducted as part of the Fort Calhoun Station Inservice Inspection Program, was performed on one of two redundant check valves, SI-159 and SI-160, designed to permit flow from the containment sump to the suction of the safety injection pumps. At least one of these two check valves must open to provide for the long term recirculation of spilled coolant from the containment sump to the reactor core following a loss of coolant accident.
On February 13,1980, SI-159 was removed from the system for examination. The valve was examined internally for signs of degradation due to damage,' buildup of foreign material, or missing parts, as well as checked for freedom of operation by hand. The valve was found to be in a "like new" condition with no valve degradation observed, as shown in the attached photographs. The valve was subsequently returned to oper-ation without need for maintenance.
Based on the favorable results of the inspection of SI-159, it is the District's position that examination of the other check valve, SI-160, is not warranted at this time.
In addition, it is the District's position that future inspections of these two valves will be performed alternately at five year intervals. Thus, SI-160 will be inspected some time prior to March,1985, and SI-159 again prioi to March,1990.
