Docket Nos. STN 50-498, STN 50-499 l Interim Report on Material Control of ASTM A-325 Structural Steel Bolts On June 17, 1980, pursuant to 10CFR50.55(e), Houston Lighting & Power Comphny notified your office of a potentially reportable deficiency concerning material control of ASTM A-325 structural steel bolts. Improper segregation and identification of Category I and non-Categcry I ASTM A-325 structural steel bolts in the field resulted in bolts procured under a non-Category I specification being used for Category I applications. This condition has been documented in Nonconformance Report S-C4377.

The inadequate material control concern was first identified during an investigation of an apparent premature inventory shortage of Category I structural steel bolts. This revealed the misapplication of non-Category I bolts. However, most of these bolts were supplied with certified material test reports (CMTR) which would allow the material traceability necessary for Category I application.

The following actions will be taken in order to resolve this potentially reportable deficiency:

1) Release of structural steel bolts for Category I applications has been halted under Stop Work #S-22 until full material traceability is established.
2) Documentation for installed bolts in Category I applications is being .

3) Material control methods and procedures are being evaluated for neces-sary modifications and improvements.

4). Documentation and Quality requirements contained in Category I Structural Steel and Miscellaneous Steel specifications are being reassessed to determine the adequacy of the bolts installed.

Sufficient information is not currently available to determine if this is a reportable deficiency under 10CFR50.55(e). However, at this time there is no indication that the installed bolts pose a potential safety hazard. An update to the status of this concern will be submitted to your office by August 27, 1980.
