Note that map number 1 was not requested by you. We believe this type of map will be useful to a number of other groups in NRC.

In accordance with our meeting of April 10, 1980 at the U. S.
Geological Survey Offices in Reston, Virginia, it is my under-standing that the following maos will be prepared on behalf of the Atomic Safety and Licensing Board for the restart hearings for Three Mile Island Unic 1:
1.
A map of the area within a 20-mile radius of Three Mile Island, showing planineeric details, led use/
land cover, and concentric circles centered on TMI and spaced at 5-mile intervals, at a scale of 1:100,000.
2.
A map of the area within a 50-mile radius of Three Mile Island, showing planimetric details, land use/
land cover, and concentric circles centered on TMI and suaced at 10-r11e intervals, at a scale of 1:250',000.
In regard to for=at, A.
For each of the two cases, the maps will be prepared as a mounted exhibit, 46 X 58 inches, with clear overlays of (1) population density (by census units) and (2) a point source diagram indicating prevailing wind directions at TMI.
3.
For each of the two cases, as a full-size duplicate of A, unmounted, on paper which can be folded or rolled, without overlays, for use by the parties.

In addition, there will be prepared an 11-1/2 X 14 inch version of the 20-mile zone map, at 1:250,000 scale, as described by Mr. Wray.
For use by the parties, we will need 30 copies of the maps in formats B and C.
We have no obj ection to, and in fact encourage, wide dissemination of these maps to the public by whatever means you feel is appropriate.
Please let me know if this interpreta-tion of our meeting agrees with yours.
In connection with the hearing process, it may be necessary to have sc=eone from USGS to serve as an expert witness in describing how the maps are made, on what information they are based, their accuracy and timeliness, and so on.
It is possible, in fact likely, that a written description of the maps along with a written affidavit from the responsible person at USGS may suffice.
- However, should the need arise, we would like to have someone from USGS prepared to attend the hearing when the maps are introduced as exhibits.
i The =ain purpose of these map exhibits is to serve as a co==on,
fra=e of rererence for the board, parties, and public during the upcoming TMI-l restart hearings, particularly in relation to the discussion of emergency planning.
The planimetric/ land use-land cover =aps we examined appear to be it aal for this purpose in that a great deal of relevant information is presented in a readily visualized form, yet all of the information is derived i
from standard data bases of the Comnonwealth of Pennsylvania's Department of Environmental Resources and the U. S. Department of the Interior's Geological Survey.
Consequently, it is our opinion that these =aps provide a factual and totally obj ective representation of the area surrounding the Three Mile Island Nuclear Station. - Based on our discussion of the cartographic capabilities of the USGS, I am aware that many other types of in-formation, such as proposed evacuation routes, mass care facilities, and access control points, could also be displayed.
However, to avoid any appearance of subj ective selection of information, we wish to linit the board's exhibits as we described above.
The meeting at USGS was extremely interesting and infornative.
Again, I continue to be amazed at the sophisticated mapping capa-bilities. displayed by USGS.
We look forward to receipt of the map exhibits for the.TMI area, and~we believe that these maps will make a substantial contribution in " setting the stage" for presentation ~of evidence in the hearings.

Thank you for your cooperation in arranging for me to meet with the USGS in regard to preparation of maps for the TMI-l restart hearings. We need base =aps i
showing (1) the area within a 10-mile radius of TMI (Emergency Planning Zone -
plume exposure pathway) and (2) the area within a 50-mile radius of TMI (Emerg-
)
ency Planning Zone - ingestion exposure pathway).
It would be desirable to have each in a large form (46 I 58 in.) suitable for an exhibit in the courtroom and in 8 I 11 in, form copies for insertion into the record.
It would be useful to have the land use/ land cover and census area information on the basic maps.
Overlays which would be useful would be those with the following information:
- Jurisdictional boundaries (especially townships and counties)
- Roads
- Drainage lines
- Federal land ownership
- Prevailing wind patterns The enclosed sheets list some of the relevant items in our emergency planning assessment of the TMI area. I have no idea which of those are readily accessible
- for preparing overlays, but the lists should at least serve to familiarize you with our concerns. I look forward to discussing our needs with you and Mr. Wray on Thursday, April 10, in Reston. I have flight reservations as follows:
