Dear Ren:

We forward enclosures outlining specifications for five sets of prototype

" hazard :nitigation maps." We believe these will =eet most of the suggested requirements of the Licensing 3 card for the Three Mile Island Re-Start Hearings to begin about mid-July. We also believe the work involved to be within our capability to produce and to clear for public use and possible court testimony in the time available. The enciesures cite some limitations. For now, requirements not optimally presented by new er adapted visual displays (-f requently called ' exhibits') could be introduced in their presert form as court te stimeny " exhibits ." This provision eculd include n, e only the =aterials submitted by the applicant, or by intervenors, but also relevant existing publicatiens and releases by the U.S. Geological Survey.

We estimate our production and related costs to be $9,500. Hewever, billing will be baced en actual cost data. The estimate for Map 2 is somewha t shaky because of the still undetermined amount of new cespila-tion involved. Map 5 is the only all new map and is the source for Map 3, a companion to Map 2.

We aim to have all compilations completed by June 30 and the counted and unmounted products in your hands by July 15. We will be happy to review the requirements with you here at Res:en at your earliest convenience and to review source =aterials, facilities, and limitations. There will also be an opportunity to review mo t elemants prior to final reproduction.

2 In order for us to proceed with this work, we ask your acknowledgement of the encioned specifications and estimate, and authorization for us to hill NRC for actual costs on completion of the work. If you need addi-

ional information concerning authorization to proceed, or billing procedures, contact Marion Lenox at FTS 923-6215. I will be happy to handle questions concerning the exhib
  • t contents. My telephone number is FTS 928-6345.

Like you, we view these materials and cost estimates as short-term proto-types of what may be part of longer-range require =ents for other power-plant sites and waste disposal sites. From our point-of-view as well as yours there are many ramifications which will require closer study. This TMI exercise should be a useful way to proceed.

Sincerely, 7
