Dear Mr. Denton:

In reply to your request for additional information on 8 items given to our representative by Mr. Grimes on July 15, 1980 during a meeting with FEMA and State of Virginia representatives, we have prepared the following answers and attachments to support our request for a Full Power License for Unit #2 at North Anna Power Station.

1.

The implementation of the North Anna Emergency Plan will be July 25, 1980.

2.

The Emergency Plan Implementing Procedures (EPIPs) are currently being revised by the station staff.

Ten (10) copies of these procedures will be sub-mitted prior to the implementation date.

These procedures will reflect the new co=mitments and requirements of the revised plan.

3.

A joint emergency response exercine vill be performed on or before August 16th with Srt.e, local agencies and Campany representatives to t e s': the integrated capability and basic elements of the current State I

and Local Plans and the revised North Anna Emergency Plan. This exercise will incorporate features of the interin duality of the State and North Anna Plans as discussed and agreed on at the meeting held between FEMA, NRC, Commonwealth of Virginia and Company representatives in Washington on July 15, 1980.

With NRC approval to initiate the power ascension test program by August 1,1980, and with all tests being performed as planned, the unit power level would not exceed 50% full power and would not be operated above that level until the completion of the Joint Emergency Response Exercise.

Sample formats of public information program material are included as Attachment 1 to this letter. These include samples of the following items:

(a) A general purpose brochure and bill insert on emergency procedure that is intended for wide distribution. The contents will be coordinated with state and local authorities.

(b) Instruction in telephone books.

News and feature releases to selected print (c) and broadcast media serving the arca.

(d) Information for employees of businesses with-in the area affected.

(e) Comments on radio tapes for use during an actual emergency.

The implementation schedule for the completion of the above mentioned items is included in Attachment 1.

The revision to table 5.1 showing staff additions to the station staff available within 30, 45, 60 and 90 minutes and further details of shift compliment during an emergency is included in Attachment 2.

6.

The schedule for meeting the requirements of NUREG-0654 Appendix 3 have been given in our letter to you of July 11, 1980, Serial No. 608 as indicated in our discussions at the July 15, 1980 meeting.

7.

Letters of Agreement from the Louisa County Sheriff and the Spotsylvania County Emergency Coordinator are in-cluded as Attachment 3 to this letter.

8.

The company will revise the North Anna Emergency Plan Emergency Action Levels, if necessary, following a review by your consultants.

9.

We are also including with this letter ten (10) copies cf Revision 4 to the North Anna Emergency Plan. This revision clears some minor errors we discovered in

' emergency notification and reflects a change in the activation procedure of the Corporate Emergency Response
