This refers to the telephone conversation between you and Mr. G. H. Smith of this office on July 3,1980, regarding certain matters affecting the emergency preparedness capabilities at the Haddam Neck Plant identified during the Health Physics Appraisal conaucted during the period June 23 - July 3, 1980.
These concerns were discussed between you and Mr. J. White of the Health Physics Appraisal Team on July 3, 1980.
With regard to the matters brought to your attention by Mr. White and discussed in the referenced conversation, it is our understanding that the following actions will be undertaken and completed as outlined below i
A.
By the end of the current outage and prior to the resumption of operation of the Haddam Neck Plant:
1.
Undertake and complete a review of all emergency plan procedure, i
related to off-site dose assessment and projection (i.e. Emergency Plan 1.5-16, 17) making appropriate revisions to:
a.
Clarify required actions, eliminate existing amoiguities, errata, and omissions.
b.
Clarify the duties and responsibilities of personnel when dif-ferent groups and/or locations are addressed in the present plan, c.
Develop efficient procedures for q 'rability and reliability testing of all emergency survey instruments.
2.
Develop procedures for an emergency repair / corrective action tecm.
3.
Develop criteria for classifying the various types of emergencies listed in your emergency plan. Such criteria are to be based on readings obtained from installed instrumentation as well as the results of environmental surveillance ;rojections.

Within five days following the resumption of operation of the Haddam Neck Plant conduct initial traini.ng and retraining of all individuals assigned to the emergency response organization and ensure that those individuals are able to perform their assigned duties in accordance with the entire

emergency plan implementing procedure as revised according to item A above.
