This is written confirmation of the oral notification made by telephone on July 7,1980 that tne 20 day period for completing the tests required in Item 2 of IE Bulletin 80-17, " Failure of 76 of 185 Control Rods to Fully Insert During a Scram at a BWR," started at 12:01 a.m. on July 8,1980.

If performing the test during this period would cause a severe impact on power reliability in your area, promptly notify the Licensing Project Manager for your facility in the Office of Nuclear Reactor Regulation by telephone.

This is in addition to the timely documentation.to the Director of the Office of Inspection and Enforceme.nt required by my letter to you dated July 3,1980.

You should be aware that a requirement for another measurement is being considered in addition to the measurements described in the Bulletin.

This is to determine the pressure variation with time in each of the headers of the Scram Discharge Volumes (SDV) during the test scrams.

In addition to the information already requested, please make inmediate notification to the Region I Office of any malfunction identified during the surveillance tests or special tests conducted in accordance with the Bulletin.

Lastly, in order to assist the NRC in evaluating the value/ impact cf each Bulletin on licensees, it would be helpful if you would provide an estimate of the manpower expended in conduct of the tests and in the review and preparation of the report (s) required by the Bulletin.

Please estimate separately the manpower associated with corrective actions necessary following identification of problems through the Bulletin.
