This refers to my telephone discussion of June 27, 1980 with Mr. J. S. Zulla of your staff regarding your actions following the personnel exposure incident at Indian Point Unit 3 on June 24, 1980.
Based on the results of our discussion and previous discussions between Mr. Zulla and Mr. R. L. Nimitz of my staff on June 26, 1980 and a telephone discussion with Mr. H. B. Kister also of my staff on June 27,1980, we understand that the following actions have been or will be undertaken:
1.
No further maintenance or repair activities of the Incore Flex Monitoring Drive Components located in the containment building shall be permitted until an approved procedure for such work has been established. This procedure will be established and implemented by July 11,1980.
2.
The following evaluations are currently being performed and will be completed by July 11, 1980:
An evaluation of personnel intake of radioactive material during the incident; An evaluation of personnel extremity exposure during the incident;and An evaluation of personnel skin exposure during the incident.
These will be preliminary evaiuations based on radiation dose rate information and time and motion studies.
Final dose estimates will be completed utilizing a realistic re-enactment of the incident without the use of radiation sources.

The Resident Manager will provide additional formal guidance and policy to the station staff clarifying the reporting requirements contained in 10 CFR 50.72. Additionally, Radiological and Environmental Services Procedures No. RE-HP-P-10-2, " Reports to the NRC of Incidents Involving Licensed Material," will be revised. The additional formal guidance and policy will be provided by July 2,1980 while the procedure revision and appropriate training will be completed by July 7,1980.
