(a) The Dresden statico is located in the State of Illinois a.M is within 50 miles of several of the state's nost populate:1 areas in-cluding the Chicago Metropolitan area, Aurora and Joliet, in whi$h a large portion of CBE's and PA's members reside.
(b) Any mishap or accident occuring during the proposed decantamia tion releasing radienuclides into the envi - s t will adversely affect CBE's and PA's members in the vicinity.
(c) 'Ihe Dresden station is located near the confluence of three major water resources, the Illinois, Kankakee and Desplaines Rivers; any release of radiation contaminating these waterways will adversely affect CEEl's and PA's mov**rs.
(d) h members of CBE and PA desire to preserve the future environ-ment of the area stLh.ing the Dresden station fo'r th eselves, their families and descendents.

h proposed chemical decontraination at the Dresden Nuclear Power Staticn, Unit 1 is a major federal action in that:
(a) 'Ihe Department of Energy (DOE:) funded approximately $8.2 million of the cost of the proposed decantamination.
(b)
ICE intends to monitor, assist, and receive reports on the prepncad deaantamination in order to use the techniques and information aoguired in the proposed decontamination for future decontamination projects.
(c) The Nuclear Regulatory Ccrmission (NRC) is reviewing the proposed decontamination.
(d) The NRC staff must review and approve the proposed decantamination prior to its caninencement.
(e) The NBC staff must revis and approve procedures for returning the reactor to service after the decontamination.
(f) The NRC intends to use the information acquired in the deo mtam-ination as a basis for reviewing and approving any future large scale reactor systen decontamination projects.

Se proposed h ion is the first large scale decontamination (a) of a ocmnercial nuclear plant; Radicnuclides may be released to the envirorrnent during the (b) decantamination; Radionuclides may be released to the envimew.nt during storage, (c) transportaticn, and disposal of the radioactive " crud" remwed fran the reactor during the decontamination; (d) Se chenucal solvent used to decontaminate the reactor may on its cmn or in ecnbination with radionuclides adversely affect the environment if it is not properly handled, stored, transported and disposed of; Studies have shcAn that storage and disposal of radionuclides (e) t so treated pose a greater threat to the environment and public health than other ccuparable low, intermediate and high level radioactive W=tstes; We method used in the decantamnation (including but not limited (f) to the nature of the solvent,the nature of the chelating agent, the alkalinity of the decontamination solution, the temperature acidity or of the decontamnation solution during the actual treatment, and the length of time the decontamination solution cmes in contact with the affected pipec)may weaken or inpair the integrity of the reactor's pipes and cooling system, thereby creatire health and safety hazards; W e proposed decontamination may increase exposure to radiation, (g) toxic chenicals and kncun or potential carcinogenic ccmpounds for workers and others near the facility, near the storage and disposal sites and for those involved in the transportation of the decontanunation mixture, before and after its use at the facility.

NOTICE OF ISSUANCE OF DIRECTOR'S DECISION UNDER 10 CFR 2.206 On April 16, 1979, notice was published.in the Federal Register (44 FR 22529) that Ms. Kay Drey had requested by petition dated March 19, 1979, that the Nuclear Regulatory Comission (the Comission) prepare an Environmental Impact Statement on Comonwealth Edison Company's proposed chemical decontamination of its Dresden Nuclear Power Station Unit No.1.
The Director has treated this request as a request for action under 10 CFR 2.206.
By petition dated September 20, 1979, Ms. Marilyn Shineflug, on behalf of the 117 nois Safe Energy Alliance, requested public hearings on the decontamination based on the the lack of assurance that the NRC would issue an environmental inpact statement.
Notice of receipt of the petition was published in the Federal Register November 7,1979 (44 FR 64577).
By petition dated March 13, 1980, Mr. Robert Goldsmith, on behalf of Citizens for Better Environment and Prairie Alliance supported Ms. Drey's petition requesting the preparation of an environmental impact statement.
Although the results of the Comission's staff review indicate that the chemical decontamination proposed for Dresden 1 will not significantly affect the quality of the human environment, I have concluded that an environmental I

impact statement should be prepared because of significant interest and concern expressed by members of the public.
The staff has by seperate action issued a

Draf t Environmental Statement. The requests of Ms. Drey and Mr. Goldsmith are, therefore, granted.
The public hearings requested by Ms. Shineflug were predicated on the lack of assurance that the NRC would issue an environmental impact statement.
Since the NP,C has issued the statement, such hearings will not be necessary.
Copies of the Director's Decision, and the staff's response to the petition (Appendix A) enclosed thereto are available for inspection in the Comission's Public Document Room,1717 H Street, N. W., Washington, D. C.
20555 and at the Morris Public Library, 604 Liberty Street, Morris, ' Illinois C0451.

Environmental Statement may be examined in these locations.
A copy of the decision and Apperdix A will also be filed with the the Secretary for the Comi ssion 's review in accordance with 10 CFR 2.206(c) of the Comission's regulations.
In accordance with 10 CFR 2.206(c) of the Comission's regulations the decision will constitute the final action of the Comission twenty (20) days after the date of issuance, unless the Comission on its own motion institutes a review of this decision within that time.
