10 CFR 50-55 (e) Interim Report on Use of Invalid Seismic Amplified Response Spectra

Dear Sir:

On December 6, 1979 we filed an interim report, Reference 2, on the subject 10 CFR 50.55 (e) deficiency, and committed to filing the final report on June 1, 1980. The ongoing corrective action is not sufficiently complete at this time to permit preparation of the final report. We have resched. led the filing of the final report to September 1, 1980 at which time we will adequately respond to all findings.

The following represents the status of the actions we ecmmitted to in Reference (2).

(1) A short-term audit of selected seismic Category I systems and components has been completed. Acce; ad responses to all findings have been made by project personnel.

(2) Redesign of containment annular steel has been completed.

(3) The " HOLD"'s placed on design and analysis of affected piping systems are being removed as updated Amplified Response Spectra become available.

U.S. Nucicar Reguint:ry Commic ion Paga 2 SBN-121 (4) The longer-term audit of 'all seismic Category I systems and com-ponents has been completed. Responses to findings of this audit are currently being prepared.

(5) The seismic analysis of the redesigned annular steel framing has been completed. Generation of new Amplified Response Spectra for ,

the steel frame is currently approximately 60% complete and is scheduled to be complete by July 18, 1980.

(6) Review of existira 27alyses of Safety Class 2 and 3 piping possibly affected by the new ARS is underway as final ARS become available. .

(7) Review of seismic design requirements of other components supported by the containment annular steel frame is underway as final A?S become available.

(8) A new Seabrook Administrative Procedure 36 (AP-36) -

" Control of Seismic Design" has been prepared and issued to all (United Engineers and Constructors, Inc.) personnel involved in this aspect of the Seabrook plant design. Two existing procedures involving the use of ARS are undergoing revision to upgrade them for closer control.

(9) An initial training session on the use of AP-36 for all UE&C personnel who interface with ARS used on the Seabrook project will be held during the week of June 2, 1980.
