NARRATIVE REPORT Georgia Power Company Plant E. I. Hatch ,

,Baxley, Georgia 31513 Reportable Occurrence Report No.' 50-366/1980-096.

With the reactor mode switch in the run position, reactor building to torus vacuum breaker isolation valve, 2T48-F311, failed open. There was no effect on safe operation. Redundant valve 2T48-F310 was still operable. The health and safety of the general public was not affected. This is a repetitive event and was last reported on Reportable Occurrence Report No. 50-366/1980-054.

The reason the reactor building to torus vacuum breaker isolation valve, 2T48-F311, failed open was due to the failure of differential pressure switch 2T48-N211, reactor building to torus delta pressure switch. A new micro switch was installed and calibrated and valve 2T48-F311 was returned to operable status. A complete new switch assembly has been ordered and will be installed when it arrives on-site. A follow-up report will be submitted. Unit I does not use these type switches.

No inherent problems were discovered during the generic review.
