U Appendix'A NOTICE OF VI0I'. TION Cleveland Electric Illuminating Docket No. 50-440 Company 50-441 Based on the inspection conducted on May 6-9, 1980, it appears that certain of your activities were in noncompliance with NRC requirements, as noted below. This item is an infraction.
10 CFR 50, Appendix B, Criterion IV, states, in part, that " Measures shall be established to assure that applicable regulatory requirements, design bases, and other requirements which are necessary to assure adequate quality are suitably included or referenced in the documents for procure-ment of material, equipment, and services..."
Cleveland Electric Illuminating Company PSAR Section 17, paragraph 17.1.4.1 states, in part, that..." Procurement of safety class systems, structures, and components for the Perry Nuclar Power Plant shall be performed in accordance with written procedures. These procedures will require that procurement documents include quality requirements as well as technical requirements. Requirements such as appropriate codes and standards, de-sign bases, vendor quality assurance programs, purchaser access authority, and necessary documentation will be included".
Contrary to the above, on May 8, 1980, the inspector established that Pullman Power Products Purchase Order No. 19-04-00-76-15 for welding material does not include the appropriate codes or standards.
