Salmon Street Portland, Oregon 97204 Docket No. 50-344 License No. NPF-1 NOTICE OF VIOLATION Based on the results of the NRC inspection conducted on April 14-18, 1980, it appears that certain of your activities were not conducted in full compliance with the NRC regulations and the coaditions of your NRC Facility License No. NPF-1 as indicated below.

A.

10 CFR 20.203(f)(2) requires that containers of radioactive material

" bear a.... label identifying the contents...." including " sufficient information to permit individuals handling or using the containers, or watt. inn in the vicinity thereof, to take precautions to avoid or minimize exposures."

Contrary to this requirement, on April 17, 1980 the labels on several shielded containers of radicactive waste stored in the waste storage arca did not provide any information on the contents except the radiation caution symbol and the words " Caution Radioactive Material."

This item is a deficiency.

B.

Technical Specification 2.2.4.3, Appendix B, requires that the pH of discharges to the Columbia River fall within the range of 6.0 to 9.0.

Contrary to this requirement during a period of about 15 minutes on October 18, 1979 two spikes occurred where the plant effluent beira released to the Columbia River was at a pH of 9.05 and 9.2 respu.tively.
