UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-325 CAROLINA POWER & LIGHT COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 29 to Facility Operating License No. DPR-71, issued to Carolina Power & Light Company (the licensee) for operation of the Brunswick Steam Electric Plant, Unit No.1 (the facility), located in Brunswick County, North Carolina. The amendment is effective as of its date of issuance.

The amendment revises the Technical Specificati6ns to establish revised safety and operating limits for BSEP Unit 1 operation in operating Cycle No. 3.

The amendment also changes the safety-relief valve pressure setpoints for 3 of the 11 valves to provide a minimum nominal lift setting differential for each valve pair of 20 psi.

The applications for amendment comply with the standards and require-ments of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.

Prior public notice of the apndment was not required since the amendment does not involve a significant hazards consideration.

The Commission has determined that the issuance of the amendment will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(5) an environmental impact statement or negative declara-tion and environmental impact appraisal need not be prepared in connection with issuance of the amendment.
