Jersey Central Power and uight Company, Morristown, NJ (Oyster Creek Nuclear Generating Station)

Docket No. 50-219 (License No. OPR-16)

Subject:

PROPOSED IMPOSITION OF CIVIL PENALTIES - $21,000 This is to inform the Commission that a. Notice of Violation and a Notice of Proposed Imposition of Civil Penalties in the amount of Twenty-one Thou.and Dollars will be issued on or about July 8,1980, to Jersey Central Power and Light Company.

This action _is based on five alleged items of noncompliance relating to the licensee's failure to instruct workers, failure to perform surveys of airborne radioactive material, failure to follow radiation protection procedures, failure to use engineering controls or other measures to control exposure to airborne radioactive material and failure to establish required radiation work permit procedures. Two individuals sustained intakes of radio-active material and external radioactive contamination.

In addition to the proposed civil penalties, an Order Modifying the License is being sent to the licensee.

A news release has been prepared and will be issued about the time the licensee receives the Notices and Order.

The State of New Jersey will be notified.

It should be noted that the licensee has not been specifically informed of the enforcement action.

Following NRC staff evaluation of the licensee's response, the civil penalties may be remitted, mitigated or imposed by Order.
