Dear Mr. Denton:

AMENDMENT TO OPERATING LICENSE NPF-7 NORTH ANNA POWER STATION UNIT NO. 2 PROPOSED TECHNICAL SPECIFICATION CHANGE Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company hereby requests an amendment, in the form of changes to the Technical Specifi-cations, to Operating License NPF-7 for the North Anna Power Station, Unit No. 2.

In accordance with license condition D. (3)g. for North Anna Unit No. 1, we applied for revisions to several setpoints and allowable values in the Unit No. 1 Technical Specifications. These revisions resulted from a report entitled " Westinghouse Reactor Protection System / Engineering Safety Features Actuation System Setpoint Methodology," which discusses the methodology used in determining instrument setpoints and setpoint allowances.

Our request to change the Unit No. 1 Technical Specificailons was forwarded to you by our letter dated October 13,1978, (Serial No. 565) and was supple-mented by our letter dated December 12,1978 (Serial No. 665).

The Westinghouse setpoint study applies to both Unit No. I and Unit No. 2.

We have been informed by the Staff that their review of the Westinghouse setpoint study and the proposed Unit No. 1 Technical Specification changes is complete. The Staff has indicated that the same changes proposed for Unit No. 1 should be made for Unit No. 2; therefore, we are proposing changes to the Unit No. 2 Technical Specifications which are identical

~to the approved changes for Unit No. 1. These revisions are noted in Attachment 1.

N proposed changes have been reviewed and approved by the Station Nuclear Safety and Operating Committee and the System Nuclear Safety and Operating Committee.= It- has been determined that this request does not involve an ,

unreviewed safety question.

Since the Staff review was conducted ;for Unit No. I and the pending approved l changes for Unit No. I are identical to those proposed. for Unit No. 2, no license amendment fee is required. This determination has been discussed with the' licensing project manager.
