Dear Sir:

In accordance with the provisions of Section 5.6.1 of Appendix B (Environmantal Technical Specifications) to the Provisional Operating License DPR-13, as amended, we are subnitting information relative to our environ-mental surveillance programs for 1979. %is information covers the reporting period frcm January 1,1979 to December 31, 1979.

We referenced letter forwarded Volumes I through IV of San Onofre Annual Report for 1979. Subnitted herewith (original plus two copies) is Volume V, Biological and Oceanographic Data Analyses. %ese reports contain oceano-i graphic and biological data responsive to requirements of the Nuclear Regulatory Ommission - Environmental Technical Specifications (ETS) for Unit 1, Preoperational Monitoring Program (PMP) for Units 2 and 3, and special Ichthycplankton Study; as well as the California Regional Water Quality Control Board, San Diego Region - NPDES Percit Receiving Water and Sediment Monitoring for Units 1, 2 and 3 and Construction Monitoring Program (GP) for Units 2 and 3.

All five volumes are provided since the information contained is conplementary ard reflects the total marine nonitoring program for Units 1, 2 and 3.

W e total information package exceeds the specific requirements of the Unit 1 Environmental Technical Specifications.
