Dear Sir:
Pursuant to 10 CFR 50.59, Commonwealth Edison proposes to amend Appendix A, Technical Specifications, to Facility Operating Licenses DPR-29 and DPR-30 for Quad Cities Units 1 and 2, respectively.
These amendments are being submitted, as requested in Reference (a), to incorporate Technical Specification requirements which are required to implement the Fire Protection Modifications.
These proposed Technical Specification changes include proposed changes previously submitted in Reference (b).
As such, the submittal of Reference (b) is completely superceded and your review of those items should be incorporated into this change request.
The proposed changes are enclosed in Attachments 1 and 2 for Quad Cities Units 1 and 2, respectively.
These proposed changes have received Onsite and Of fsite review and approval.
Since these changes reflect modifications to the plant which will improve the margin of safety relative to-potential fires,_
and these modifications have received NRC Staff approval as
-indicated in Reference (a), they do not constitute an unreviewed safety concern.

Since the requirements of Reference (a),

Some HVAC ductwork hangers are not installed.

Detection and suppression alarms will not alarm in the control room due to the need to repair the line printer.

Switchgear water shielding is not yet installed.

The final documentation packages have not been signed off.

Cable for safe shutdown routed through the Unit 1 high pressure heater bay will require a two day outage for completion of the safe shutdown modifications.
Items 1, 2, and 4 are scheduled item 3 by August 31, 1980, for completion by July 31, 1980, suf ficient length.
