We have received a copy of your June 3,1980 application for amendment of Facility Licenses DPR-44 and DPR-56 which you filed with the Office of Nuclear Reactor Regulation (ONRR) for review. The application proposed organizational changes to the Technical Specifications for Peach Bottom Unit Nos.- 2 and 3 and was accompanied by Classes II and I amendment fees totalling $1,600.

Based on guidance from the ONRR staff as a result of a preliminary reviu of your application, it has been determined that a Class III fee of $4,000 is required for Unit No. 2 because the request involves a redistribution of health physics functions that could impact operations. As such, these changes are considered to be of safety significance and not routine administrative or pro forma changes. Organizational changes that only change names or titles are generally considered to be administrative. However, when organizational changes involve changes in lines of responsibility and/or the functions of a position, comittee or department, they are not considered to be administra-tive in nature.

On the basis of the above, it is requested that your Company remit an additional sum of $2,800 to this office. The duplicate Class I fee paid for Unit 3 is appropriate.

If the final review of the application reveals that these fees are incorrect, an adjustment will be made.
