Dear Mr. Denton:

Baltimore Gas and Electric Company hereby requests an Amendment to its Operating Licenses Nos. DPR-53 and DPR-69 for Calvert Cliffs Units 1 and 2, respectively, with the submittal of the enclosed proposed changes to the Technical Specifications.

Change.No. 1 (Attachment No. 1) is being requested in accordance with Reference (a) and clarifies the definition of the term OPERABLE.

Inasmuch as this change is being submitted in conformance with the NRC's Model Technical Specificatiens, which were enclosed with Reference (a),

no further discussion or justification of this change is necessary.

Change No. 2 (Attachment No. 2) is intended to allow the substitution of an installed 69 kV offsite power source in place of one of the normal (500 kV) offsite power sources in the event of a station transformer failure. This change was presented to youl "^2ff in a recent meeting, which is summarized in Reference (b), and the actached marked-up technical specification conforms exactly to the guidance provided to us by the' Staff subsequent to that meeting.

It should be noted that this change to the technical specifications is being requested to make the existing technical specifiestion more explicit as regcrds the use of the 69 kV line. The use of this line as an additional offsite power source had previously been evaluated and approved by NRC as documented in Amendments 19 and 5 to our Unit No. 1 and 2 licenses, respectively, and the attendant NRC Safety Evaluation, Reference (c).

Mr. H. R. Denton Juna 27, 1980 The enclosed changes have been reviewed by our Plant Operations and Safety Review Committee and Off-Site Safety and Review Co=mittee, and they have concluded that the changes vill not result in an undue 'isk to the public health and safety.

We have determined, pursuant to 10 C?R Part 170, that Change No. 1 constitutes a Class II and a Class I amendment with associated fees of $1,200 and $h00 and that change No. 2 constitutes a Class III and a Class I amendment vita associated fees of $h,000 and $h00. Accordingly, enclosed is BG&E Check No. A023820 in the amount of $6,000.00.
