Dear Sir:

Florida Power Corporation proposes to revise the requirements for operators and backup licensees as presented on pages 12C-11 and 12C-12 of the CR-3 FSAR, Appendi) 12C, Section 5.1.2 and Section 5.1.3. This letter supersedes the change notifi-cation submitted on June 11, 1980.

All operators and backup licensees are now required to take a one (1) week simulator training course each year.

Backup licensees not assigned to CR-3 are required to work at least five days on shift during each four month interval.

This will help reinforce their operating knowledge and update their knowledge of the plant.

Backup licensees assigned to CR-3 are involved in the day-to-day operations. Therefore, they are only required to serve one day per quarter on shift.

Attached are pages 12C-11 and 12C-12 as though these changes were being incorporated in an FSAR amendment.

Finally, a title change from Training Coordinator to Nuclear Plant Training Manager is proposed in Section 5.1.1 and Section 5.2.

Director Page Two Office of Nuclear Rr,1ctor Regulation June 27, 1980 Florida Power Corporation considers this request to be a Class III Amendment, per 10 CFR 170.22, as it involves a sing-le safety issue. A licensing fee in the amount of Four Thousand dollars ($4,000.00) and a signed copy of the Certifi-cate of Service to the Chief Executive of Citrus County, Florida, is enclosed.

As in the past these changes are effective imediately and are so implemented. This item is cc.isidered closed with this sub-mittal. If there are any questions, please contact this of-fice imediately.
