Dear Mr. Cavanaugh:

The reactor vessel surveillance specimens for Arkansas Nuclear One, Unit No.1 (AMO-1) are being irradiated at Davis-Besse, Unit No.1 (DB-1) as part of the Reactor Vessel Integrated Surveillance Program. ANO-1 Technical Specification 4.2.8 requires that if at any time (beginning one year after DB-l's attain-ment of commercial operation at 100% power) 08-1 fails to maintain a cumulative reactor utilization factor of greater than 65%, you shall submit a report which justifies continued operation of ANO-1 with the reactor vessel surveill-ance program conducted at DB-1 or shall propose an alternative program for conduct of the ANO-1 reactor vessel surveillance program.

By letter dated January 15, 1980, you advised the NRC that DB-1 had failed to maintain a cumulative reactor utilization factor of greater t%n 65% and pro-vided a discussion of why you believe continued operation of ANO-1 with the reactor vessel surveillance program conducted at DB-1 was justified.

We have reviewed your submittal of January 15, 1980, and conclude that continued operation of ANO-1 is acceptable. Enclosed is our evaluation which supports this conclusion.

However, to assure the continuation of an adequate reactor vessel surveillance

program for ANO-1 with the utilization of the DB-1 reactor, we request that you propose Technical Specifications (at least 90 days before startup from your next ANO-1 refueling outage) which would provide limiting conditions of DB-1 operation for the irradiation of the third and remaining ANO-1 capsules in the DB-1 vessel. We also request a response to this letter within 30 days-which will indicata your comitment to the above request.
