' Dear Hr. Phillipst Enclosed for your information are recent clarifying amendments to the revised Appendix D to 10 CFR Part 50 of the Co= mission's regulations.
These amendments include clarification as to"which facilitics will be affected by Section E of Appendix D.
Under the provisions of Section E of Appendix D you are required to furnish to the Com:nission before October 19, 1971, or such other later date as may. be approved by the Commission upon good cause shown, a written statement of any reasons, with supporting factual submission, why, with reference to the criteria in paragraph 2 of Section E, your permit should not be suspended, in whole or in part, pending comple-tion of the NEPA environmental review specified in Section B, C or D of Appendix D, as appropriate.
You are requested to submit 50 copies of the written statement and any supporting factual material.
