Gentlemen:

The Arkansas Nuclear One-Unit 1 (ANO-1) Technical Specifications in Section 3,14 require that two independent circuits of the Hydrogen Purge System be operable with provisions to remove one circuit from service for a period of 30 days. Specification 3.14.3 also requires that if both circuits are inoperable the reactor be placed in the cold shutdown condition within 36 hours4.166667e-4 days <br />0.01 hours <br />5.952381e-5 weeks <br />1.3698e-5 months <br />.

We currently are in a situation which has taken both circuits of the system out of service due to the need to replace filter cartridges in both citicuits. This filter change takes both circuits out of service '

due to the in-place testing requirements of Specification 4.12.1.

Those in-place tests must be perfomed by a fim other than AP6L and they cannot be perfomed within the 36 hours4.166667e-4 days <br />0.01 hours <br />5.952381e-5 weeks <br />1.3698e-5 months <br /> allowed.

In researching this matter, we find that the Standard Technical Specifi-cations allow the entire Hydrogen Purge System to be inoperable for 30 days. Due to the following facts, we believe that the allowable outage time provided in the Standr.rd Technical Specifications is appropriate for ANO-1:

1. Per FSAR Section 6.6, the ifydrogen Purge System is not required to function until 11.5 days following a IDCA; and, 7

2. Per Section 6.2.4 of the NRC's Safety Evaluation Report (SER) for ANO-1 (June 6,1973), the NRC calculated thyroid and whole body doses at t!ra Low Population Zone (LPZ) for the course of an accident situation due to hydrogen purge are less than 1 Rem. Since a DF of 10 is allowed for the filters, this value would increase to about 10 Rem if no filters were installed. When the additional 9 Rem from such an assumption are added to the total doses on Table 15-1 of the SER, the resultant dose is still well within the requirements of 10CFR100.

Therefore, we propose the following change to Specifications 3.14.2 and 3.14.3:

Specification 3.14.2 -

Delete Specification 3.14.3 -

Change number to 3.14.2 and revise to read as follows: -

"If the requirements of specification 3.14.1 cannot be met, the system shall be returned to operable status within 30 days or the reactor shall be placed in the hot shutdown condition within the next 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br />. ~
