We have reviewed your letter dated March 21, 1973, concerning a noncompliance between the as-built condition of the gaseous radwaste tanks and the Final Safety Analysis Report (FSAR) requirements. As a result of Q

your. letter, a' complete review was made of all components within the Clean Waste System, Dirty Waste System, Laundry Waste Syste:.1, and Gaseous Radwaste System. The results of that review are included in the enc'osure to this letter.

The enclosure to this letter presents all discrepancies between the as-built condition of the radwaste systems and the FSAR requirements and our corrective action. Because the design and installation of the radwaste systems is essentially one hundred percent complete, no additional corrective steps are considered necessary to avoid further violations. Amendment No. 37, which trill be issued on April 27, 1973, will include the necessary written descripcions. Full compliance will be achieved with the necessary changes of nameplate data which is expected to be completed by May 25, 1973.

a Enclosure Review of Radwaste Systems As-Built Conditions and FSAR Requirements 1.

Reactor Building Sump The FSAR has been corrected in Amendment No. 36 to reflect the as-built condition (Volume = 460 ft.3).

Laundry Clean-Up Filter The FSAR has been corrected in Amendment No. 36 to reflect the as-built condition (Design Pressure = 150 psi).

Vacuum Degasifier The FSAR has been corrected in Amendment No. 36 to reflect the as-built condition (Design Pressure = 125 psi).

Gas Collection Header Filter The original specification requirement to design the filter to ASME Section VIII was deleted when it was determined that this filter would hot see an operating pressure in excess of one (1) psig. ' Consequently, we will correct the FSAR in Amendment No. 37 to show an operating pressure of 1.0 psig and a design pressure of 5.0 psig. We will also eliminate the reference to ASME Section VIII as a design code as it will no longer be required or applicable.

Waste Gas Surge Tank The FSAR will be corrected in Amendment No. 37 to reflect the as-built condition (Volume = 26.4 ft.3/197 gallon).

6.* Radwaste Gas Decay Tanks As a result of discrepancies between the as-built cond tion of the Gas Decay Tanks and the FSAR, we have determined that _he subject tanks and associated equipment should be re-rated to an operating pressure of 123 psig.

We have received documentation frem the vendor of the waste gas com-pressor system authorizing a design pressure of up to 150 psig.

The vendor for the Gas Decay Tanks has done the work required for re-rating the subject tanks for an operating pressure of up to 132 psig.

As a result of this design analysis the FSAR will be correct'd in

Amendment No. 37 to show a discharge pressure of the Waste c Com-pressor System and operating pressure of Waste Gas Decay -

3 of 123 psig. This change will provide the same 325 SCF of se space and no further radwaste system analysis will be required.

An inspection on February 20-23 resulted in the finding that several tanks in the unit 1 gaseous waste disposal system were not constructed in accordance with FSAR descriptions. Enforcement action will be i

taken by the Regional Office.

An inspec: ion was conducted on March 6-9 to review the installation Il and control maasures and documentstion for site receiving, handling, h

storage inspection and issue of equipment and materials.

Deficiencies were identified in the established control measures and implementation of those measures regarding equipment logs, identification of status, record keeping, and outside storage.

These matters will be ireinded in an enforcement letter to the licensee.
