Mr. Norman C. Moseley, Director Subj ect: Arkansas Power & Light Company Arkansas Nuclear One RO:II:MSK 50-313/74-4 Gentlemen:

)

We have reviewed your letter of April 3, 1974, requesting a res-ponse to an apparent violation of 10CFR50.55(e). On February 27, 1974, AP&L reported a 10CFR50.55(e) item concerning the narrow range reactor coolant system pressure transmitters. B&W had just previously informed AP&L that a reportable item existed and therefore it was promptly re-ported. During further investigation by the AEC inspector a letter from B&W to Bechtel dated November 27, 1974 was referenced. This letter from E&W notified Bechtel of a situatioit, but in no way indicated a reportable item especially to AP&L. At that t tme this situation was under further analysis and was not categorized as reportable; therefore, no further action was required. After a further in-depth analysis, B&W did recom-mend that AP&L report this item and at which time it was promptly reported.

We have discussed this particular situation with our prime contractors and thoroughly informed them of our responsibility to report such items to the AEC in a timely manner. A much more cognizant effort by both AP&L and its contractors in the future will eliminate any re-occurrence of this situation.

!,incerely,
