Dear Sir:
In accordance with 10 CFR 50.59, the Sacramento Municipal Utility District proposes to amend its Operating License DPR-54 for Rancho Seco Nuclear Generating Station, Unit One, by submitting forty (40) copies of Proposed Amendment No. 55.
Rancho Seco Unit One has completed all construction activities and has been operating at full power since March 1976.
The personnel organization was conceived during the initial hiring phase in 1968 and has continued as described in the Final Safety Analysis Report 12.2-3 and Technical Specification Figure 6.2-2.
Figure Since Rancho S,eco went into commercial operation in March 1975, several unplanned personnel additions were necessitated.
The require-ments became more operations oriented and obvious organizational changes had to be considered to optimize the internal personnel structure.
Nuclear Utility Services Corporation was contracted to review the personnel organization and to determine how changes could be made in an efficient and safe manner.
The conclusions of this study were submitted to the District in August 1977.

Please find attached the proposed changes to Section 6.0 of Technical Specifications Part A and Section 5.0 of Part B which will be necessary to implement this organizational change. As stated above, this organization will evolve during the year as positions are ' filled.
