Dear Sir:

In accordance with 10 CFR 50.59, the Sacramento Municipal Utility District hereby proposes to amend its Operating License DPR-54 for Rancho Seco Nuclear Generating Station, Unit No. 1, by submitting forty (40) copies of Proposed Amendment No. 39, Revision 1.

This Proposed Amendment is 17 response to an NRC letter dated j

August 4, 1975, and personal discusoion between Dr. Rooney of your office and Mr. R. W. Colombo of SMUD.

The August 4 letter requested determination of our compliance with 10 CFR 50, Appendix J.

As stated'in our September 5, lo73 reply letter to Mr. Karl R. Coller of your Division of Reactor Licensing for Rancho Seco, to be in comp'.iance with the containment leakage testing requirements contained in Appt. dix J, six additional penetrations must be added to the list of penetrations subject to Type C testing, and the E.ergency Hatch will be tested after each opening.

In addition, discussions with Dr.

V. Rooney concerning Mr. D. G. Eisenhut 's position letter August 12, 1976, indicated that the personnel air hatch cavity must be tested semi-annually and the air hatcl seals must be tested when conditions require after each series of openings.

The purpose of this amendment revision is to provide these changes.

The fol. lowing penetrations are added to the list of components subject to local leak rate testing, as found in Technical Specifications, Section 4.4.1.2.1.
