Gentlemen:

This refers to the inspection conducted by Ifr. W. G. Albert of this office

on February 28 and March 1-2, 1973 of activities authorized by AEC Construction

Permit No. CPPR-56 and to the discussion of our findings with Mr. D. G. Raasch

and other members of your staff at the conclus'on of the inspection.

The inspection was an examination of activities related to your preoperational

testing program. Within this area, the inspection consisted of selective

examinations of, procedures and representative records, interviews with

project personnel and observations by the inspector. An allegation

regarding improper painting practice was also discussed during this

'

inspection.

No violations of AEC requirements were identified within the scope of this

inspection.

It is our understanding from this inspection that you intend to take the

following actions:

1.

Management systems which allow final approval of test procedures without

completion of all sections of the procedures will be examined to

determine how more positive controls can be established.

2.

Audits will be performed on a weekly basis until a determination can

be made regarding the substance of quality related items in a letter

received by the AEC alleging poor painting practices at Ranchv Seco.

We will c'xamine .your actions on these items at the time of our next

inspect 1on.
