In accordance with Technical Specifications for Rancho Seco Nuclear Generating Station, Section 6.9.4.2.b, the Sacramento Municipal Utility District is hereby reporting the following as Reportable j

Occurrence 78-3.

)

i In compliance with Technical Specifications, Section 4.14.1, the visual inspection of " inaccessible" safety system hydraulic snubbers was being performed on March 20, 1978.

During that inspection, one of the 77 snubbers in the " inaccessible" category was found to be low on fluid.

No evidence of leakage was found on or_ near the snubbers. The unit had an acceptable fluid level when checked during the last visual J.,

inspection and no obvious oil leakage was present. The fluid reservoir was filled to the proper level, returned to service, and the in-spection interval shall be increased to twelve months in accordance with Technical Specifications, Section 4.14.1.

The snubber, identified in Table 4.14-1 as List Number SS-20, is Bergen-Patterson Model HSSA-70-6 unit. The unit supports the redctor coolant pump B casing.

There was no plant transient or shutdown associated with
