In accordance with Technical Specifications for Rancho Seco Nuclear.

Generating Station, Section 6.9.4.1(b), and Regulatory Guide 1.16, Revision 4, Section C.2.a(2), the Sacramento Municipal Utility District is hereby submitting -

a fourteen-day followup report to Reportable Occurrence 78-11, which was initially reported to your office September 22, 1978.

j Ctr September 14, 1978, the CO2 Fire Protection System for Zone 16, East 480 Volt AC Room, Me :anine level, was de-energized to facilitate maintenance on the entry door. Both the mecenance work on the entry door (which constitutes a fire barrier) and the de-energized CO2 System necessitated t'

a continual fire watch per Technical Specifications Section 3.14.6.2 and Section 3.14.4.2a.

This requirement was adhered to with the establishment of a continual fire watch performed by Security personnel. Later that day, '

due to a nisunderstanding between the day shift and swing shif t Security personnel, the continual fire watch was erroneously terminated. The error was discovered and a c< r :inual fire watch was re-established within four hours of the ter=1nati..t.

To preclude any recurrence of erroneously terminated fire watches, Security personnel have been instructed to clearly state the status of all fire watch commitments in both the Security Lieutenant's Log and Security Sergeant's Log. Additionally, Security Watch Commanders have been advised to make daily entries in their " Pass-on Book" concerning the status of all fire watch commitments.

There was no plant transient or shutdown associated with this event.
