CITY OF TALLAHASSEE NOTICE OF ISSUANCE OF AMEND"ENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Comission) has issued Amendment No. 9 to Facility Goerating License No. DPP-72, isst.ed to the Florida Power Corporation, City of Alachua, City of Bushnell, City of Gainesville, City of Kissimmee, City of Leesbura, City of New Smyrna Beach and Utilities Commission, City of New Smyrna Beach, City of Ocala, Orlando Utilities Commission and City of Orlando, Sebring Utilities Commission, Seminole Electric Cooperative, Inc., and the City of Tallahassee (the licensees) which revised Technical Specifications for operation of the Crystal River Unit No. 3 fluclear Generating Plant located in Citrus County, Florida. The amendment is eifective as of the date of issuance. This amendment revises the reporting reouirements to allow the use of improved Licensee Event Report and Monthlv Operatino Report q 180 h 0

9 formats. This amendment also deletes the requiren:ent for an Annual Operating Report while retaining the requiren,ent that occupational exposure data be reported on an annual basis. Furthermore, this amendment deletes respiratory protection requirements,as they are now stipulated in 10 CFR 920.103. TF.e applications for the amendment ccmply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commissior) has made apprppriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not required since the amendment does not involve a sionificant hazards consideration. The Commission has determined that the issuance of this amendr:ent will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
