Docket 50-302 Crystal River Plant - Unit #3 Effective June 16, 1975, in accordance with the attached memorandum, Mr. A. H. Hines, President, Florida Power Corpora-tion, made two organizational changes affecting Crystal River Unit #3.
These changes were discussed in detail with Messrs. Dick Vollmer and Project Licensing Manager Leon Engle on July 1, 1975, after previously providing.cssential details by telephone.
Organizational charts c:sential to the presentation were used in these discussions and are attached herewith as Figures 1, 2, 3 6 4.
At or about the time of commercial operation, the Nuclear Project Manager (NPM) will return to his previous position of Manager, Nuclear Operations, as shown on Figure 4.
We, therefore, consider this an interim start-up organiza-tion which centralizes the decision-making process under Mr. Alberdi to effect placing the unit into operation as soon as possible.
During this interim on site, Quality Assurance activities will remain under E.

Froats, as before, but he will retc.

2-July 7, 1975 Mr. A. Giambusso Also shown is the new alignment of Mr. Rodgers and the managerial independent audit function (Quality Surveillance) under Mr. Kleinman.
This alignment is a permanent change, and at the time of commercia operation all Quality Program activities will revert to thi alignment as shown on attached FSAR Figure 1-22 (modified).
Quality Program policies and descriptions (FSAR Sect. 1.7),
previously reviewed and accepted for operating license issuance, remain fully effective throughout the interim except for the above described reporting realignment under the Nuclear Project Manager.
The operational organization provides for a completely independent Quality Program organization as required by Appendix "B".
The independent Nuclear General Review Committee remains under Chairmanship of Mr. Rodgers, and Mr. Alberdi has been removed from his position of Vice Chairman and Member.
He is replaced in both positions by Mr. W. A. S:elistowski former member, who has no other association with the Crystal River #3 Project.
During his previous membership, he was responsible for all Crystal River #3 engineering.
Aftec a discussion period, including questions, it was agreed that the above description with attachments.would be for-warded to you in this manner.
Because of the short interim period involved, it was decided to not amend the FSAR for a temporary departure.
The temporary organization does not de-grade the approved program, and the permanent alignment enhances the Quality Program.
The above described organization is in effect as of this writing.

In preparation for a return to full activity on Crystal River Unit No. 3, several organizational changes are being made. These take into account the increasing emphasis which must be placed on operation of the plant as construction approaches completion.
These center in one organization the responsibilities for complet-ing the plant and placing it in service.
Eff, tive today Mr. J. Alberdi, Manager of Nuclear Operations, has been named Project Manager--Crystal River No. 3. He will move to the site and give direction to the activities of his newly appointed project team which is as follows:
C. E. Jackson - construction J. C. Hobbs, Jr. - testing J. A. McClure, III - controller G. P. Beatty - operations E. E. Froats - quality and environmental R. B. McKnight - data R. S. Burns, Jr. - engineering.
Assistant Vice President J. T. Rodgers and those departments report-ing to him have been moved under the supervision of Vice President and General Counsel S. A. Brandimore. This permits a consolidation
_of licensing, regulatory and environmental functions in their logical sphere.
These changes permit us to adapt to other changes occurring outside the company. They will enable us to refocus our efforts on placing our nuclear plant in service at the earliest possible date and in adapt-
