Dear Mr. Zimmerman:

Enclosed is a copy of a Petition for Leave to Intervene and Motion to Broaden Issues, dated June 14, 1968, filed with the Commission in the captioned proceeding by the City of Cainesville, Florida, and the Gainesville Utilities Department. This document relates to.n appli-cation to the U. S. Atomic Energy Commission dated August 10, 1967, by the Florida Power Corporation for a permit and license under Section 104 b. of the Atomic Energy Act to construct and operate a nucicar power reactor. The petition alleges that the Commission must be concerned under Sections 105(c) and 104(b) of the Act whether the issuance of a license to the Florida Power Corporation under Section 103 of the Act would "significantly affect the licensee's activities under the anti-trust laws" or "would tend to create or maintain a situation inconsistent with the antitrust laws".
