The applicant informed us that the FSAR was deficient in reporting the cualifications of the operating staff and that this material would be updated in a future amendment to the FSAR. We agreed to reassess the need for augmenting the staff during startup after reviewing the updated material.
4.
Operator Licenses Florida Power Corporation plans on having fif teen personnel apply for operator licenses. We stated our desire for three licensed operators per shift, and that if four shifts would be utilized during startup, this did not leave much margin for contingencies.
The applicant stc:ed he would review his operator license plans.
5.
Emercency Plan Florida Power Corporation gave us a preliminary draf t of their enertency planning procedures for informal review.
We infer =ed thcm that the e=crgency plans for Turkey Point and Connecticut Yankce h ve been accepted recently.
6.
Industrial Security A draf t of ANS 3.3 dealing wi:L.adustrial security shoula be avail-able soon.
During the interim the thirtv-three criteria which we forwarded recently should be used as a check:ist.
Florida Power Corporation..tends to sumbit their industrial security plan in the early fall.
7.
ECCS Performance We informed the applicant that our letter of August 9, 1971 requesting ECCS performance as measured with the in:erim acceptance criteria was still outstanding.
Although 36W is treating ECCS on a generic basis, each license application must specifically address ECCS performance.
8.
Technical Specifications The Occhnical specifica ions will get a quick general review but we are not undertaking a nore detailed review until they have been updated to reflect the new material which has been submi:ted or is scheduled to.oe sumaittea saortly.
