Attached for the staff's review are twenty-two (22) copies of the following document:

Report to Florida Power Corporation on Foundation Problems, Nuclear Power Plant, Unit No. 3, Crystal River, Florida, H.Q.

Golder & Associates, LTD, Mississauga, Ontario, October,1972.

This is to complete our response to Item 2.10 of the Request for Additional Information attached to Mr. R.C. DeYoung's letter of January 14, 1972 to Florida Power Corporation. The first two documents requested under Item 2.10 were transmitted ~to you as an attachment to my letter of April 28, 1972.

In order to place the attached report in proper context, the following background information is provided.

The subsurface investigation, design, and grouting program was undertaken in March,1967 and culminated in completion of major grouting activities in December, 1970. Primary engineering responsibility for the grouting program was executed by Gilbert AsrSciates, Inc. including on-site participation and vcrification bf their engineers and geologists during active phases of the grouting program. Woodward-Clyde Associates provided geological consultation to the project and participated in on-site decisions and activities.

A six volume report entitled " Summary of Foundation Invescigation, Evaluation, and Construction for Crystal River No. 3" of the en*: ire scope of the grouting program was made available for review by the staff of the AEC Division of Compliance on December 20 and 21, 1971 for their evaluation of the program. This report encompasses the documentation of all reported site data and detailed analysis by both Gilbert Associates, Inc. and Woodward-Clyde Associates and provides all the information necessary for a complete evaluation of the grouting program.

Director Directorate of Licensing Augus t 30, 1973 In addition to the activities of Gilbert Associates and Woodward-Clyde Inc., Florida Power Corporation requested Dr. H.Q. Golder, an acknowledged authority in foundation engineering, to provide his advise and personal counsel of the planning and execution of the grouting program to the FPC Nuclear Project Manager.

Dr. Golder was enlisted in the early stages of construction work and provided an expert overview of the ongoing activities directly to Florida Power Corporation management.

Dr. Golder's independent evaluation and judgments, which confirmed the adequacy of the grouting program, have been summarized in the attached report to Florida Power management. This report is available on-site and may be reviewed in conjunction with the multi-volume report previously evaluated by Division of Compliance staff members. Gilbert Associates and Woodward-Clyde Inc. have provided first and second level of technical competence for the program.

Dr. Golder's work and report was oriented toward providing an expertise which could be readily interpreted and utilized in the managerial control of the project.
