Dear Mr. Schwencer:

This is in response to your letter of February 15, 1974. We were advised that we, as part of our Technical Specifications for Crystal River Unit 3, would be required to include an Inservice Tendon Surveillance Program not necessarily identical to, but equivalent to the program suggested in Regula-tory Guide 1.35, Inservice Surveillance of Ungrouted Tendons in Prestressed Concrete Containment Structures.

An Inservice Tendon Surveillance Program will be established which is equiva-lent to the orogram suggested in Regulatory Guide 1.35. Technical Specifica-tion

  • will provide for inspection of twenty-one tendons, selected as ten hoop tendons, five vertical tendons and six dome tendons.

Inspection inter-vals of one year, two years, three years and every five years thereafter from the date of the original structural integrity test will be established.

Pre-stress loss, anchorage inspection, anchorage concrete inspection and conduit grease filler inspection will be perfomed on the selected tendons. One stressed wire will be withdrawn from each of three tendons and tensile and elongation tests performed. A report of each inspection will be recorded and significant deterioration or abnomal behavior reported to the Comission.

We are currently developing the revised Surveillance Program in accordance with Regulatory Guide 1.35 and the above information. We will provide an amendment to the Crystal River Unit 3 FSAR to update the program description in Section 5.2.5.2.1.1 h and Technical Specification 15.4.2.1 as soon as possible and not later than April 30, 1974.
