Dear Mr. Stol:

There has been several discussions between FPC and the Commission staff concerning the level indication design of the Borated Water Storage Tank (BWST) at CR#3.

The present CR#3 design provides level indication for the BWST by the following redundant methods:

(1)

Level transmitters which provide the operator with redundant level indication in the Control Room.

(2)

BWST low level indications are alarmed in the Control Room.

(3)

P.NST level is recorded in the Control Room.

(4)

BWST level is monitored by the plant computer.

Although redundant level indication is provided to the operator in the Control Room, none of the above methods meet the IEEE-279 separation or seismic qualification criteria.

For this reason, FPC is upgrading the present level 3idication for the BNST to

-provide two independent level indication channels powered by separate power supplies.

The equipment will be seismically and environmentally qualified and will meet the requirements of IEEE-279 to the extent practicable.

Details of the modification are as follows:

Instrument Taps and Vents - From the present 2" instrument-header provided on the BWST, two separa te instrument taps will be installed to provide the necessary separation to the level transmitters.

In addition, redundant vent sensing lines will be also provided to the icvel transmitters.

II.

Level Transmitters - We a e in the process of ootain-ing from the manufacturer the necessary documentation verifying the seismic and environmental qualification of the present level transmitters DH-7-LT and DH-37-LT.

III.

Cable - The cable for the BWST level indication is being rerouted in conduit to meet the seismic criteria and to provide the proper separation required by IEEE-279.

IV.

Heat Trac"ino - Redundant heat tracing circuits are being prov.ded to prevent freezing of the liquid in the BNST sensing lines.

V.

Power Supplies - We anticipate replacing the present power supplies with Lambda power supplies which will have the proper environmental and scismic qualifications.

VI.

Level Indicators - The present level indications DH-7-LI and DH-3?LI located on the Safeguards Panel in the Control Room have been seismically qualified along with the other instruments located on the panel.

Documentation of the seismic and environmental qualification of the level in-dicators is available.

VII.

Testing - The electronic portion of the instrumentation.

e will be tested by inserting a simulated signal at the transmitter and verifying the level measurement at the indicator located in the Control Room.

VIII. Schedule - Completion of the detailed design information.,

design drawings, receipt of equipment, and installation of the above modification to the level instrumentation for the BNST will require approximately 4 months.

Detailed design information i.e. cable routings, instrument location, detailed drawings, etc., will be available for issue when the design ef fort for this modification is complete.
