Dear Mr. Stolz:

During the past few weeks we have had several discussions with Mr. Walt Pasedag of the Commission's staff concerning the Reactor Building Spray Additive System for CR#3. Specifically, Mr. Pasedag expressed two areas of concern: (1) Was the modification involving the addition of swing check valves in the chemical lines complete and the system retested; and (2) Does the present system design maintain 1%+ 10% by weight of Sodium Thiosulfate throughout the drawdown analysis. In response to Mr. Pasedag'.s concerns, we offer the following informa-tion: (1) Attached is the resultant analytical and actual drawdown curves of the referenced retest which verify that the system, as modified, meets the original design criteria. These test results were re-viewed and approved on site by NRC I&E, as this concern was reported as a possible generic deficiency. (2) Mr. Pasedag expressed some concern as to our ability to maintain the proper concentrations of Sodium Thiosulphate with the present system design. In this regard, he suggested the alternative that we consider eliminating Sodium Thiosulfate from the Spray Additive System for CR#3. As an interim method of accomplishment of this alternative, he suggested the following course of action. (A) Administratively lock closed the discharge valves of the Sodium Thiosulfate tank thus preventing the addition of Thiosulfate to the system. (B) ' Determine that the PH of the solution at the spray header and R.B. Sump locations, assuming only the addition of Na0H, to insure that the present Na0H volume and concentrations would M.46 maintain the PH to within an acceptable range. 9 Mr. John Stolz December 21, 1976 Utilizing available information from previous drawdown test results and analyses, the following PH values were calculated at the spray header and R.B. sump assuming that only the contents of the NaOH and BWST tanks are added in the system. (1) PH at Spray Header (a) Valve failure case - 9.65 (b) Maximum 10.2 (2) PH of R.B. Sump (a) Valve failure case - 9.2 This information was supplied to Mr. Pasedag by Gilbert Associates on December 20, 1976, for his review and use in determining acceptability dose calculations for CR#3 based on the removal of Sodium Thiosulfate from the CR#3 system design. 4 The above information and attachment represents documents used in our discussions with Mr. Pasedag and this filing completes Florida Power Corporation's documentation of this alternative. Based on your acceptance of the proposed operation without the Sodium Thiosulfate injection system, we woult accomplish the interim admini-strative control procedure prior to initial criticality. ~If you require further discussion of the above information, please contact this office.
