Crystal River Unit No. 3 Docket No. 50-302 Operating License No. DPR-72 Florida Power Corporation

Dear Sir:

The purpose of this communication is to provide you with an update of the status of major activities at Crystal River Unit No. 3 with regard to our repair program leading to restart cf the unit.

Several events of significance have occurred in the recent past which have required us to take action accordingly. These are discussed below:

1)

ORIFICE R0D ASSEMBLIES (0RA's)

On June 2, 1978, we transmitted to you a report, BAW-1490, Crystal River Unit 3, Licensing Considerations for Continued Cycle 1 Operation Without Burnable Poison Rod Assemblies. That report justified continued operation of Crystal River Unit No. 3 with burnable poison rod assemblies removed from the core.

The report assumed that ORA's would be utilized in those fuel assemblies previously containing burnable poison roc assemblies axcept for eight locations.

Since BAW-1490 was filed, we have received additional data concerning ORA perfomance at another, similar nuclear reactor facility. This data indicated that fuel assemblies containing ORA's had undergone wear which was observed by inspection. Based on this data, and calculations of unit performance characteristics without ORA's, we have decided to remove all ORA's from Crystal River Unit No. 3, with the exception of two modified ORA's utilized as retainers for our startup neutron sources.

Therefore, BAW-M90 as transmitted to you on June 2,1978, is no longer valid in total. We will be submitting Revision 1 to BAW-1490 to you on approximately July 17, 1978, which wiil accurately reflect the modified situation.

FUEL ASSEMBLY REPLACEMENT During refueling operations, on June 9,1978, a Test Weight Device was inadverte~ntly dropped, resulting in possible damage to a fuel assembly. This event has been reported previously to NRC. Since the event occurred, inspections of the fuel assembly in question have resulted in a decision that it not be used further in the reactor in its current state. We have been evaluating methods to replace or repair this assembly. Possible options at this time include repair of the assembly and reuse, replacement of the assembly and its three symmetrical assemblies with four partially depleted assemblies obtained from another utility, and replacement with new assemblies originally intended for Bath 4 use. We are at present holding discussions with Duke Power Company to evaluate the feasibility of obtaining four assemblies which were discharged from Oconee I for use in the remainder of Cycle I at Crystal River Unit No. 3.

Revision 1 to BAW-1490 will address itself to the resultant core configuration and provide appropriate analyses and evaluations.

DECAY HEAT PUMPS We have received your letter of June 7,1978, regarding the recent shaft failure in DHP 1-A.

We are in the process of conducting a full evaluation of our Decay Heat Pumps and will provide you with a report accordingly which will justify the anticipated reliable

. performance of these pumps. We will submit this report to you on about July 7, 1978.

SCHEDdLE In our May 15, 1978, letter to you, we provided a summary of our schedule expectations for certain key activities. Since that time we have experienced technical and hardware problems, mainly with fuel transfer mechanisms, which have resulted in considerable revisions to our schedule. Our best estimate at present for unit startup is early August. There is considerable uncertainty in the schedule due mainly to uncertainties associated with obtaining and licensing replacement fuel assemblies.

We will periodically keep you advised as to changes in plans and progress in key activities.

If we can provide anything additionally, please advise.
