AND !!EGATIVE DECLARATION The U. S. tiu: lear Regulatory Connission (the Commission) has issued Anandnent tio.12 to Facility Operating License No. DPR-72, issued to the Florida Power Corporation, City of Alachua, City of
-Bushnell, City of Gainesville, City of Kissimee, City of Leesburg, City of flew Srayrna Beach and Utilities comission, City of tiew Smyrna~ Beach, City of Ocala, Orlando Utilities Commission and City of Orlando, Sebring Utilities Comissiori, Seminole Electric Cooperative, Inc.,'and the City of Tallahassee (the licensees) which revised Technical Specifications for operation of the Crystal River Unit tio. 3 fluclear Generating Plant located in Citrus County, Florida.
The amendment is effective as of the date of issuance.
The amendment waives the requirement to perform weekly quantitative sampling of-fish and shellfish fect the intake screens during the O

-2 period intake canal modifications are being conducted.
The require-ment to perform daily visual checks of the screers has been retair.ed.
The application for the amenient complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulaticas.
The Commission has made appropriate findings as required by the Act and the Corr.issicn's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.
Prior public notice of this amendment was not required since the amendment dces not involve a significant hazards consideration.
The Co:nnission has prepared an environmental impact appraical for the revised Technical Specificatiens and har concluded that an environ-mental impact state: cent for this particular action is not warranted because there will be no environmental. i:opoct attributable to the action other than that which has already baan predicted and described in the Commission's Final Environmental Statement for the facility.
For further details with respect to this action, see (1) the application for amendment dated November 8,1977,(2) Amendment No.12 to License No. DPR-72, and (3) the Commission's related Environmental Impact Appraisal.
