The U. S. Nuclear Regulatory Comission (the Comission) has is Amendment No. 5 to Facility Operating License No. DPR-72
, issued to the Florida Power Corporation, City of Alachua, City of Bushnell
, City of Gainesville, City of Kissimme, City of Leesburg, City of New Sm i
rna Beach and Utilities Ccmission, City of New Smyrna Beach, City of Ocala
, Orlando Utilities Comission and City of Orlando, Sebring Utilities Commissi on, Seminole Electric Cooperative, Inc. and the City of Tallahassee which reviced Technical Specifications for operation of the Crystal River Unit 3 N uclear Generating Plant located in Citrul3 County, Florida.
The Amendment permits revisions in the offsite organization for technical support and facility management incurred by corporat e level management changes and reflects revisions in management titles at th facility staff level.

The Comission has determined that the issuance of this amendment will not result in any significant environmental iq:ect and that pursuant to l.
10 CFR 551.5(d)(4) an environmental impact statement, or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
