Dear Sir:

This is to provide you with information regarding ongoing activities at Florida Power Corporation in response to the ECCS Small Breaks Analysis problem.

Licensee Event Report No. 78-019/0lT-0 was filed with NRC on April 24, 1978.

This report acknowledged that we had been informed by Babcock and Wilcox Company of a potential deficiency in the small breaks analyses as described i

in the Crystal River Unit 3 FSAR and referenced B&W Topical Reports.

The potential deficiency involved a new " worst case" small break definition which had resulted from work performed by B&W on their 205 fuel assembly plant design.

Following various correspondences and conversations with B&W personnel, and internal review of the situation, we met with B&W and other B&W 177 fuel assembly reactor owners to further evaluate the potential problem and define an appropriate solution, if required.

An evaluation program is currently underway which will fully explore the situation and define any necessary corrective actions required at Crystal River Unit 3.

We will report the results of these evaluations and any required permanent modifications to assure conservative safety margins without reliance on a continuing high state of operator readiness to respond to a small pipe break. This information will be filed on or before July 21, 1978.

>n Mr. R. W..Reid Ptge Two May 5, 1978 Crystal River Unit 3-is currently not operating due to an extended maintenance outage following failure of burnable poison rod assemblies.

Our current repair schedule indicates resumption of unit operation on about July -22,1978.

We.are; preparing a report which will justify startup and interim operation of Crystal River Unit 3 prior to implementation of a _ permanent solution.

This report will be submitted.to you as soon as possible_ so that staff review can occur prior-to our anticipated startup date.

We will provide you.with a firm schedule on this report in the near future.

-Please advise if.further discussion is desired.
