Esmerable Themes Ludlaw Ashley Beuse of Representatives Deer Mr. Ashley:

This is in rssponse to your Jammary 29,. 1971 letter to Chairman Seaborg whiek emelesed a letter from Mr. Gerald E. Canty conceraing the proposed Davis-Besse nuclear power plant near Port Clinton, Ohio.

We are met eartain of Mr. Canty's implication in referring to the " danger sene" or the insrease in size of such a some.

In the Commission 's re-aster siting critaria, there is an " exclusion area" which is defined as that area immediately surrounding the reactor in which the licensee has the authority to determine all activities imeloding exclusion or removal of perseemel and property from the area. We unders tand that the Talede Edison Campasy has ne plan to obtain any additiemal land for the Davis-Besse plant new or in the future.

l The AEC reacter siting criteria aise previde for a " low population zone."

The total number of residents and populatica domeity in this sene must be seek that there is a reema==kle probability that appropriate pre-tactive measures esuld be taken in their behalf in the highly -likely event of an aesident. The low populaties zone for the Davis-Besse fei'H ty eatends two aslee from the reactor.

In reopease to a member ef inguiries en the proposed plant, we have propered a summary whiek deoitribes 'the proceedings concerned with the liesasing of the plant, and, the seetrels that the AEC will have over

the plant enring its lifetime. I an 'onelesing a espy of the summary for Mr. Casey's information.
