BHarless As you know, the Huclear Regulatory Commission (NRC).has been working.

I closely with ynur staff since the Brown's Ferry fire to enhance the l

fire protection capability of your facility. A: number of improvenents have been inaco in the areas of reducing the potential fnr exposure fires by control of conbustible materials, control of sources of flame and inprovement of fire protection personnel... These are generally reflected-in your July 11, 1977, response to our June 15, 1977, letter which requested preparation of interim Technical Specifications on fire protection for your Crystal River Unit tio. 3.

Following our review, which included discussion with your staff concerning the interin s

Technical Specifications, we have determined that revisions to 4

your. subnittal are;needed and that the enclosed Technical Specifications' should be.tmplenented by an atencnent to 'your facility. license.

In nany instances these Technical Specifications are similar to things ycu 4

are alr;eady.doing 'at your facility but which have not been included in X

your Technical Specifications..We Delieve that.it is toportant that fire protection requirements generally.be consistent for 'all facilities 2~

and we are taking these steps-to achieve consistent interin action with.

respect to fire. protection for all plants.

Please let us know in writing within 20 days at to whether;there are any specific require aents to which you oofect. If you : object,to. any specific provision of the enclosed specifications, cite the ' portion.that you f f nd, objectionable and specify gyour reasons and the technical hases therefor.lIf you have' no-objectinn L
