Dear Ms. McCarthy:
His is in response to your April 18 letter posing questions concerning procedures for the operating license for the Davis-Bosse Nuclear Plant, Unit 1, near Port Clinton, Ohio, ne operating license for Unit I was issued on April 22.
!!owever, we will nevertheless provido the an!wers to your questions concerning the operating license procedures.
In answer to your general question on operating license procedures, we are enclosing a copy of our brochure on licensing of nuclear power plants.
While there is a specific section on operating licenses, it may be useful to read those associated with construction permits as well.
The operating license application for Unit 1, including the Final Safety Analysis Report, was accepted and docketed in March 1973. n o Environ-mental Report had been accepted in January of that year.
In April 1973, notico that the application was under review and that consideration was being given to issuance of the license was published.
The notice pro-vided opportunity for public participation through the public hearing process. A request for a hearing in the form of a petition for leave to intervene was granted. However, the intervenor subsequently withdrew and the public hearing proceeding was terminated by the presiding Atomic Safety and Licensing Board in November 1973. The safety and environmental review process continued. We Final Environmental Statement, a copy of which is enclosed, was issued in December 1976. Here was a supplement to the Safety Evaluation issued at the same time as the operating license but we do not yet have printed copies available. We have asked that a copy be forwarded to you when it is available.
