REPORT OF SPECIAL MASTER At the direction of the Licensing Board, I have reviewed the documents produced by Duquesne Light Company.
I find that documents numbered 1, 2, 3, 4, 5, 9 & 10 are letters by Company counsel to Company counsel or officers and are within the attorney-client privilege.
To so find I have inferred that R. R. Parkman, one of the recipients of. document No.
1, is a member of the Duquesne " control group".
I find that documents 6, 7 & 8 are notes of meetings of Company officers with Company counsel and are within the attorney-client privi-lege.
To so find I have inferred that Cameron MacRae and Carl Hobelman are attorneys in a law firm which represented Duquesne.
I also find that document 11, which is a letter frcm Company counsel to Company officers, is within the attorney-l l

2 client privilege, except that the letter dated November 19, 1974, from Reynolds to Vogler with the attachment thereto, both of which are a part of document 11, are not privileged.
